The Title X Family Planning program was enacted in 1970 as Title X of the Public Health Service Act. Title X is the only federal grant program dedicated solely to providing individuals with comprehensive family planning and related preventive health services. The Title X program is designed to provide access to contraceptive services, supplies and information to all who want and need them. By law, priority is given to persons from low- income families (OPA/Office of Family Planning). In January 2007, Unity Health Care (Unity) became the newest Title X grantee in the District of Columbia. As Grantee of the District-wide Title X program, Unity serves as the “umbrella” agency, however, we subcontract with community partners and agencies involved in family planning activities. Our sub-recipient agencies include Planned Parenthood of Metropolitan Washington DC (PPMW), Ophelia-Egypt Clinic, La Clinica Del Pueblo, Mary’s Center, Bread for the City, and Community of Hope. Unity’s Title X program plays a critical role in ensuring access to a broad range of family planning and related preventive health services to low-income and uninsured individuals in the District. In addition to contraceptive services, Title X-supported clinics provide a number of related preventive health services such as: patient education and counseling; breast and pelvic examinations; breast and cervical cancer screening; sexually transmitted disease (STD) and Human Immunodeficiency Virus (HIV) prevention education, counseling, testing and referral; pregnancy diagnosis and counseling.
